City Council Approves Q2 Amendment to 2025-2026 Biennial Budget

City Council Adopts Revisions to Cross-Connection Control Program
The City Council adopted Ordinance Number 2970, which revises the cross-connection control program for public water systems. This ordinance establishes the necessary authority to implement and enforce the program as required by Washington Administrative Code (WAC) section 516. The program includes hazard evaluation, installation of approved backflow devices, inspection, testing, and recordkeeping. The ordinance repeals an existing code section related to backflow prevention devices and clarifies the definition of a cross-connection as a link between potable and non-potable water sources. It also outlines violation structures, including fines and an appeal process.
CFO Details Second Quarter Budget Amendments
Chief Financial Officer Cassandra Raymond presented Ordinance Number 2969, the second quarter amendment to the 2025-2026 biennial budget. She explained that regular budget amendments provide transparency and allow staff to review and revise forecasts. The amendment includes adjustments across various funds: General Fund ($77,000 revenue, $46,000 expenditure), Capital Funds (including PUIP River Trail Crossing, Heritage Park phases 3-4, Tacoma PUP roundabout), Water Fund (vehicle for new position, Washington Street improvement, central well filter media), Sewer Fund (vehicle for new position, Washington Street improvement), Stormwater Fund (vehicles for new positions, 24th Street East storm replacement), Fleet Operations (fuel increase), and Information Technology (defunding intern, server cost). Total revenues requested are $1,530,360 and total expenditures are $4,672,046.

Public Operations Director Ryan Johnstone presented Ordinance Number 2970 regarding revisions to the cross-connection control program.
