City Council Approves Updates to Purchasing Policy
The City Council reviewed and approved an amendment to the city's finance policy 100.07, Purchasing. The updates include clarifications on purchasing card responsibilities and prohibited purchases, a new section on retainage procedures for public works and construction projects, a formalized process for managing surplus and excess property, guidance on sales tax exemptions for public works and construction projects, and the inclusion of a signature authority matrix to establish approval levels based on position and dollar amount. These changes aim to enhance efficiency, provide clearer guidance, and potentially save the city money.
Colony Parks and Recreation Updates on Summer Programs and Fall Events
The Parks and Recreation department provided an update on various upcoming events and ongoing programs. This includes the American Red Cross Summer Learn to Swim Program, which has provided lessons to 286 children since June. An Eagle Scout project installed a life jacket loaner station. Fall league registrations are open for youth volleyball, NFL flag football, and adult kickball/volleyball. The senior center is offering an AI basics workshop and a craft day. The rec center will introduce 15 new programs in the fall, including archery and gymnastics. Upcoming events include the Summer Clubhouse every Friday, a Back to School Bash on July 22nd, and Pop Circles in the Park on July 18th to celebrate the reopening of the playground at Perryman Park.
North Colony Boulevard Storm Drainage Upgrade Project Approved to Combat Flooding
The City Council approved a construction services contract with Structured Construction LLC for the North Colony Boulevard storm drainage upgrade project. The project aims to address flooding issues between Squires and Page Road by replacing four 10-foot inlets with three 20-foot inlets and adding a 10-foot inlet on a smaller line. Additionally, underground piping will be upsized to 30-inch RCP to increase water storage capacity. The project, designed in-house by engineering staff, is budgeted at $453,619.24. Work is scheduled to begin in July 2026 and conclude by November of the same year. A key condition is that one lane in each direction must remain open at all times during construction.
Colony Animal Services Expansion Project Seeks Community Funding
The Colony Animal Services is undergoing a fundraising campaign to support an expansion project, which will also honor David Terry for his community contributions. The project has a goal of $60,000, with approximately $35,000-$36,000 raised so far, aiming for completion by the end of August. Fundraising methods include selling bricks, kennel sponsorships, and direct donations. The expansion aims to improve animal welfare and facilitate adoptions.
City Council Approves Updated Water Conservation Plan Through 2030
The City Council considered and approved the 2024 Water Conservation Plan for the 2025 plan year, which is required every five years by TCEQ and the Texas Water Board. The plan was updated to 2026 and includes revised dates, added graphs, and paragraphs on existing public awareness policies. These updates are primarily to ensure eligibility for grant funding. The city must also match water stage restrictions set by the City of Dallas, as it is a customer of Dallas Water Utilities. This updated plan will be in effect until 2030.
