Although L Painting was cheaper, JB Painting's quote was considered more comprehensive, including a primer and an overcoat, covering all windows and doors as specified, excluding the front rail. The decision was made after comparing the two bids, with JB's quote at $8,800 potentially being the better value despite the higher cost compared to L's $12,000 quote which included unnecessary items and only one coat of paint.
