City Authorizes Bidding for Internet, Telephone Services, and Depository Agreements
The Finance Committee recommended preparing legislation to authorize the bidding for an internet and telephone provider for city facilities and to authorize the auditor to bid for depository agreements. Resolution R342026, advertised for bids for internet and telephone services, was read for the first time and adopted. Resolution estimating the maximum amount of public funds for deposits and authorizing bidding for deposits was also read for the first time and adopted.
Troy Aquatic Park Maintenance Project Funding Increased to $2.5 Million
Council reviewed a recommendation from the Recreation and Parks Committee regarding the Troy Aquatic Park maintenance project. The committee recommended preparing legislation to amend Resolution R52026, increasing the authorized amount for the project to $2.5 million to cover bids that exceeded the original authorization. The project is solely for necessary maintenance of the 21-year-old facility and does not include any expansion. The Troy Recreation Board also recommended this increase. The resolution was adopted.
Joe Schricker Sworn in as New Firefighter/EMT
Joe Schricker was sworn in as a new firefighter/EMT for the city of Troy. He is a 2018 graduate of Troy High School and was part of the city's hometown apprenticeship program. He graduated from the state of Ohio Fire Academy at firefighter level two and as an EMS basic, and is certified as both. He expressed excitement about starting paramedic school.
Moratorium Extension for Social Service Facilities and Termination for Gas Stations Approved on First Reading Amidst Developer Controversy
City Council discussed extending the moratorium on new applications for community-oriented residential social service facilities and automobile fuel dispensing/service stations. The amendment proposed by Mr. Schilling aimed to terminate the moratorium on gas stations immediately rather than waiting for its scheduled expiration on August 29th, 2026. However, the amendment failed to pass. The council then proceeded with the original ordinance, which extends the moratorium for social service facilities by 90 days through November 27th, 2026, while terminating the moratorium for gas stations. The original ordinance was read for the first time and will move to a second reading. There was significant discussion among council members and public commenters regarding the developer's (Mandep Singh/Troy Station LLC) claims of not being informed about the process, the financial impact on the developer, and the city's strategy for updating its Unified Development Code (UDC).
Roundabout Recommended for West Main, Experiment Farm, South Stanfield Intersection Improvements
The Committee of the Whole met on June 24, 2026, to hear a presentation on design options for intersection improvements at West Main Street, Experiment Farm Road, and South Stanfield Road. Consultant American Structurepoint Inc. recommended a roundabout alternative over a signalized intersection to improve safety and reduce congestion. The construction costs for both alternatives are similar ($4.279 million), but the roundabout has lower estimated annual maintenance costs and a longer service life. No recommendation was made at this meeting, with a future meeting planned to formulate one.
