City Council Approves 2026-2027 Annual Plans for Housing Choice Voucher and Family Self-Sufficiency Programs

The city council approved the administrative plan for the Family Self-Sufficiency (FSS) and Housing Choice Voucher (HCV) programs for 2026-2027. The Housing Choice Voucher Program assists low-income families, the elderly, and disabled individuals in affording safe housing. Funding for fiscal year 2026 has decreased by approximately $200,000, but over $400,000 in HUD reserves are available. The agency administers 1,022 vouchers, including 39 for veterans. In fiscal year 2025, an average of 960 families were housed monthly, with $932,000 paid monthly to owners. The waiting list, opened in June 2025, received over 6,000 applications, with 2,000 families placed on the list, and 1,650 remaining. The homeownership program assisted 12 families monthly, providing over $99,000 in mortgage assistance. Additionally, 37 participants ported vouchers out, and 23 ported in. The agency conducted 1,133 inspections. Terminations occurred for various reasons, including failure to recertify or report income. Recovered funds from fraud totaled $110,000 in 2025. The FSS program had 25 active participants in 2025, accruing $63,000 in escrow funds, with $18,000 released to four graduates. The 2026-2027 administrative plan updates follow HUD regulations and underwent a public comment period from April 15 to May 31, 2026, with input from a residential advisory board and public hearings.
