Council Reviews Annexation Proposals, Electronic Signature Policy, and Various Resolutions
The council reviewed first reads for several properties involving annexation. City Council Reviews May Financials, Approves Meeting Minutes

This year-to-date increase is $6.7 million above budget and $1.1 million above the previous year. The variance is attributed to not needing to draw from the emergency reserve fund due to the delayed start of the fire station project. The council also approved the minutes from previous work sessions and regular meetings held on May 4th and June 15th.
Council Authorizes Application for Homeland Security Grant for Police Equipment
The council considered Resolution 5649, which would authorize the mayor and city manager to execute documents for a Homeland Security grant. The grant, if received, would provide approximately $150,000 for police equipment. The city has a recurring opportunity to apply for this grant and will return to the council for funding approval if awarded.
Regions Bank Appointed Paying Agent for General Obligation Warrants
The council approved Resolution 5654, appointing Regions Bank as the paying agent for general obligation warrants. This change is necessitated by the previous paying agent, Bank of New York Mellon, moving its operations overseas, causing communication difficulties. Consolidating banking relationships with Regions Bank is expected to improve administrative efficiency.
City Council Accepts 2025 Financial Audit, Maintains AAA Ratings
The council approved Resolution 5653, accepting the financial audit for 2025. The audit was presented by Jenny Gray, principal accountant, and conducted by Carr, Riggs, and Ingram. The city also received a Certificate of Achievement for Excellence in Financial Reporting, and has applied for it again for fiscal year 2025. The report highlights an unmodified opinion on the financial statements and compliance, indicating fair presentation and no findings of non-compliance. Key financial figures include a city net position of $151.6 million with a $4.5 million increase in FY2025, a general fund balance of $33 million with $8.6 million unrestricted, and $21.9 million in the emergency reserve. A single audit for federal programs related to highway transportation funding also yielded no findings. The city maintains its AAA rating from Moody's and Fitch.
