Victor Town Board Discusses Critical Water and Sewer Treatment Plant Upgrades and Funding Options

The Town Board discussed improvements needed for the water and sewer treatment plants. Supervisor Anglesbe explained that the town receives annual inspections from the DEC, and both Victor and Farmington have been on consent orders for years. The last major renovation was in the time frame of the paid-off bonds, about two years ago. Issues include a digester down, a final clarifier down a year and a half ago, and a sand filter system that is no longer operable due to a lack of parts. The town is exploring upgrades to address these issues and meet EPA/DEC requirements, including PFAS reduction. Two engineers from MRB, along with the chief plant operator and water/sewer superintendent, conducted a walk-through. The estimated cost for ideal upgrades is $14.7 million, with $2 million allocated for contingency. The town is applying for WQIP and WIIA grants. Current budget for the sewer side, funded by user fees, is just over $900,000 annually for the existing bond, which will be paid off in 2028. The town is also pursuing a $2.1 million upgrade for the Finger Lakes Gaming Racetrack pump station to divert sewer flow and increase capacity for future development, as well as a project to address backups and raw sewage in basements in the Doe Haven subdivision and along County Road 9. The town is also investigating a $400,000 project to run a second sewer line to alleviate load on existing lines. The brickyard rural water tank project cost over $10-12 million, with a recent bond sale attracting seven bidders and an interest rate of 4.74%.
