City Council Denies Specific Use Permit for Chemical Facility Expansion

Airport Fuel Farm Expansion Services Contract Awarded for $172,500, with $8,600 Supplemental Appropriation
The City Council approved awarding a contract to Park Hill, Smith, and Cooper, Inc. for professional construction administration services for the Midway Regional Airport Fuel Farm expansion project. The contract amount is $172,540. A supplemental appropriation of $8,627 is required from the Airport Reserve Fund, which represents the airport's 5% match for the federally funded Airport Improvement Grant. These services include construction oversight, contractor coordination, site inspections, and project closeout. The overall fuel farm expansion project is funded through an Airport Improvement Grant totaling $802,529.
City Accepts $91,000 in State Homeland Security Grants
The City Council approved the acceptance of two 2025 State Homeland Security Program grants from the Office of the Governor. One grant is for SWAT thermal equipment and communications, and the other is for Public Works Emergency Response Team (PWERT) light tower and variable message sign equipment for Project Year 2026. The total value of the grants accepted was $91,000.
Urgent $120,870 Repair Contract Approved for John Arden Drive Drainage Damage
The City Council approved a construction contract with JNK Excavation LLC for urgent drainage and paving repair work on John Arden Drive for an amount not to exceed $120,870. The work is necessitated by recent heavy rainfall that washed out soil around four 48-inch culverts, undermining the roadway. The project includes repairing the culverts and roadway to restore functionality. A temporary road closure for up to two weeks will be implemented to facilitate the repairs. Council members clarified that this repair is distinct from unrelated soil stability issues being investigated further down John Arden Drive. The council approved the contract and the road closure.
Midway Regional Airport Security Enhanced with Additional $23,500 Funding
The City Council approved a supplemental appropriation of $23,589.90 for an airport gate security enhancement project at Midway Regional Airport. The initial budget of $35,000 was increased to a revised project cost of $58,589.93 after the Joint Airport Board requested additional functionality. The enhancements include upgraded access control gates, an improved camera surveillance system, enhanced RFID access controls, and additional site security measures, including a new automated gate for direct FBO control of apron access. These improvements aim to enhance airport security and operational safety by better controlling access to the airfield. Funding will be drawn from the Midway Regional Airport Reserve Fund.
