Two Properties on South Tower Street Rezoned from Commercial to Residential
The City Council approved requests to amend zoning maps for two properties located at 202 South Tower Street and 114 South Tower Street from C1 (General Commercial) to R1 (One-Family Residential). These changes align the properties with the city's general plan calling for suburban living and make them consistent with the adjacent single-family residences. The property owner wishes to sell these properties and sought the zoning change to avoid legal non-conforming status for funding and insurance purposes. The Planning and Zoning Commission recommended approval with a 6-0 vote for both properties. Councilmember Tiscus made the motion for approval, seconded by Rod White.
Parker County Judge Reappointed to Regional Transportation Council; Wise County Judge Named Alternate
The City Council supported the reappointment of Parker County Judge Dean as the primary representative for the Parker Wise County cluster on the Regional Transportation Council (RTC) of the North Central Texas Council of Governments (NCTCOG). The resolution also appointed Wise County Judge Clark as the alternate representative. Judge Dean has demonstrated excellent attendance and established relationships beneficial to the city's transportation agenda. The RTC is responsible for coordinating federal and state transportation projects and funding. The shared seat with Wise County involves a rotational agreement, with Parker County currently allocated 70% of the representation over a 10-year period and Wise County 30%. Judge Clark's appointment as alternate fosters communication and prepares for future rotation. Council members expressed support for Judge Dean's reappointment and the collaborative approach with Wise County.
114 South Tower Street Rezoned to Residential
The City Council approved requests for a general plan and zoning map amendment for a property at 114 South Tower Street from C1 (General Commercial) to R1 (One-Family Residential). This change reflects the property's adjacent single-family residential use and aligns with the city's general plan for suburban living, addressing the owner's need for consistency for property sale purposes. The Planning and Zoning Commission recommended approval, and the council subsequently approved the ordinance. Councilmember Matt Tiscus made the motion for approval, seconded by Rod Wyatt.
Boutique Hotel Using Shipping Containers Approved for 117 College Avenue
The City Council considered and approved a Conditional Use Permit (CUP) for a 14-room boutique hotel at 117 College Avenue. The hotel will be constructed from shipping containers and will feature a courtyard, an 8x20 pool, and landscaping. The project is a second phase of development, following the renovation of the existing Cotton Bratton properties. Conditions for approval include landscape screening along the eastern, western, and southern elevations, painting of structures to match zoning ordinance requirements, prohibition of exterior murals and artwork, and a requirement to remove the structure if operations cease for 180 days or more. The exterior of the shipping containers will be screened with an EIFS-type system or similar finish. The council also approved a revised condition regarding the exterior wall/living wall surface, to be determined by staff and applicants. This project is seen as a test for the market's desire for a boutique hotel downtown, with the applicant having a successful track record with a similar project in Graham, Texas.
Parker County Historical Commission Receives Awards and Plans Future Events
Terry Hubbard, president of the Parker County Historical Commission, addressed the council to express gratitude for a recently awarded facade grant. She also shared updates on the commission's achievements, including receiving the Distinguished Service Award from the Texas Historical Commission for the sixth time, and the fifth consecutive year. Twelve members of the commission were recognized by Judge Dean and the county commissioners. The commission welcomed two new members, bringing their total to 29 residents, with two more applicants pending. They also presented a proclamation for All Saints Church's 150th anniversary. The commission hosted a successful CHC regional conference with representatives from nine counties and is planning this year's conference for October 30th. Additionally, they initiated a lecture series, including a 'streets after dark' tour focusing on folklore and history of downtown businesses. Plans are underway for this year's tour on the weekend before Halloween.
