Lift Station Project Finalized with Contract Decrease and Final Payment
The Commission approved a change order for the lift station number 12 improvements project with Cornell Construction Company, decreasing the contract amount by $33, 427.30. This negative change order reflects the finalization of the project, with all punch lists and items completed. The project is now being handed over for operation. Additionally, the Commission approved the final payment to Cornell Construction Company for the same project in the amount of $197, 250.77, which represents the release of retained funds. The lift station is located at the corner of OTEC Road and Joe Stevens Avenue. Staff recommended approval for both the change order and final payment to close out the project.
Drainage Improvement Project Options Presented; Further Analysis Requested
The Commission received a presentation on options for the Pleasant View drainage improvement project. Two conceptual alternatives were presented by Meldon and Hunt. Option One, a small-scale development costing approximately $70, 943, involves reconnecting an original drain line that was removed during a previous development and redirecting it south through an acquired easement towards an existing ditch. Option Two, a full-scale project costing $1.4 million, would involve a complete redo of Pleasant View drainage facilities, connecting to Business 83 and bypassing West Seco East towards the Pleasant View Ditch Detention Pond. Concerns were raised about potential downstream impacts of Option One, and the Commission requested further analysis of water flow and downstream effects before making a decision. Option Two is considered a more comprehensive solution that utilizes newer infrastructure but is significantly more expensive. The Commission decided to take no action at this time, requesting more information on the flow analysis for Option One and a review of the ditch behind the Camelot subdivision.
City Hall Network Infrastructure to be Upgraded with New Switches
The City Commission approved the purchase of eight HPE Aruba network switches, along with accessories and support, from MGD Impact Solutions LLC for an amount not exceeding $77, 621.20. This purchase, made under contract number DIRCPO 5389, will replace end-of-life network data switches at City Hall, aiming to provide a more reliable, secure, and scalable network infrastructure. The upgrade aligns with the city's long-term technology goals and is budgeted for the current fiscal year. Staff recommended approval, and the motion to approve was made by Mayor Pro Tem Garcia and seconded by Commissioner Lopez.
City Recognizes Business Owner, Firefighters, Media Team, and Parks and Recreation
The City Commission recognized several individuals and groups for their achievements and contributions to the community. Angelica Cardosa was honored as the Women-owned Business of the Year by Dance Time LLC. Firefighter AEMT Orlando Rodriguez was recognized for his courageous rescue of a patient from aggressive bees. Firefighter/Paramedic Juan Franco also received recognition for his bravery in a similar bee-related rescue incident. The City of Westico media team was celebrated for winning first place in the TAMI Awards for special or one-time program. Parks and Recreation Month was proclaimed, highlighting the importance of parks and recreation programs. These recognitions underscored the city's commitment to acknowledging excellence in business, public safety, communication, and community enrichment.
Manhole Rehabilitation Project Expanded with Additional Five Manholes
The Commission approved a change order for the manhole rehabilitation project with Southern Trenchless Solutions, increasing the contract amount by $19, 998. This allows for the addition of five extra manholes to the project, including locations at 520 South Oklahoma, 509 Tula, two in the alley, 1000 West 9th Street, and the receiving manhole at the Milanos Tower. The original contract was for $99, 000 against a $150, 000 budget. Due to the deteriorated condition of these additional manholes and remaining project funds, staff recommended adding the work as it was cost-effective. The approval ensures comprehensive repairs within the existing project.
