Zansville Council Approves First Reading for Holiday Farms Easement Vacation

The Town Council held a public hearing and first reading for an ordinance to vacate a portion of a variable drainage easement on Lot K34 in Section 3 of The Club at Holiday Farms. The property owners, Jeffrey and Julie Rudolph, requested the vacation to accommodate a future pool, patio, and landscaping. The Department of Public Works and the Planning and Building Department have no objections, as the drainage systems within the subdivision are privately owned and maintained by the Homeowners Association, and no drainage pipes are within the easement. The proposed vacation would reduce the easement width to 10 ft, while maintaining the 30-foot rear yard building setback requirement. The ordinance will have a second reading and final hearing at the next council meeting.

Zansville Council Continues Discussion on PY Homes Rezoning Request Amidst Resident Concerns

The Zansville Town Council considered a request to rezone approximately 140 acres from R1 to R2 zoning for a proposed residential development by PY Homes of Indiana LLC. The development, initially proposed with 269 lots on 161 acres, was revised to 199 lots on approximately 140 acres, with a portion of the original acreage removed for a potential school site. Residents expressed concerns about increased density, traffic, loss of rural character, and strain on infrastructure, particularly schools and roads. The developer highlighted commitments including enhanced architecture, landscaping, buffering, dark sky lighting, and contributions to road improvements, including a future roundabout at County Roads 875 and 300. The council debated the discrepancy in comprehensive plans, the impact on property values, and the potential for less controlled development if the rezoning were denied. Ultimately, the council voted to continue the discussion to their next meeting to allow for further consideration and potential negotiation.
