City Approves Budget Amendment and Contract for Chlorine Building Rehabilitation
The City Council approved Ordinance 2026-18 to amend the budget for the fiscal year 25-26 and CIP project budgets. This amendment involves moving $506,672 from the utility fund to the AJ Brown wastewater treatment plant for the chlorine room CIP project, bringing the total project cost to $806,672.21, with $300,000 previously budgeted. The council also authorized a contract with McKinney and Moore of Texas LLC for $806,672.21 to rehabilitate the chlorine building at the AJ Brown wastewater treatment facility, which was damaged by a chlorine leak in May 2024. Alternative disinfection methods were discussed, but chlorine gas was deemed the most feasible for the existing infrastructure.
City Council Reviews Preliminary Budget with Some Funds in Deficit
The City Council reviewed a preliminary budget presentation for the upcoming fiscal year, covering general fund, utility fund, solid waste fund, drainage fee, medical insurance, school resource officer fund, hotel motel arts fund, visitor center, and airport enterprise fund. While the overall budget shows a surplus, several individual funds, including the general fund, are in deficit, with the city planning to address these through adjustments and decision packages. The budget calendar was also presented, outlining key dates for review, public hearings, and adoption of the budget and tax rate.
City Pursues Grants for Historic Preservation and Automated Permitting System
The City Council considered authorizing the submission of two grant applications. Resolution 2026-23 seeks up to $65,000 from the Texas Preservation Trust Fund for the Windhome Porch Preservation Planning Project. Resolution 2026-24 seeks up to $1,500,000 from the U.S. Department of Housing and Urban Development's Automated Permitting System Demonstration Program to improve the development services department's permit process. Both resolutions involve authorizing the city manager to accept the grant if awarded. Item C, related to the Huntsville Housing Authority's five-year action plan, was also approved.
City Proclaims Parks and Recreation Month and Highlights Upcoming Community Events
The City Council held a proclamation for Parks and Recreation Month and highlighted several upcoming community events. These included 'Neon Nights' at the aquatic center on July 10th, a disc golf course ribbon cutting at Eastum Thomason Park on July 18th, a blood drive hosted by the Huntsville Public Library on July 21st, a Kids Constitution Workshop at the library on July 9th, a 'Building a Budget for Kids' session at the library on July 30th, and a Harry Potter birthday party at the library on July 31st. Additionally, a ribbon cutting for the new City Hall (service center) was scheduled for July 10th.
